Charlotte Flair didn’t know she was winning the title on her return to SmackDown. She wasn’t even ready. She had to ask her cleaning lady to go fetch her ring gear. The entire situation was apparently very last minute
This is what Charlotte Flair told Ryan Satin in an interview. “I didn’t find out I was winning the title until I got there. I didn’t have gear with me. My amazing cleaning lady brought me my gear. I should have known better. I’m coming to a wrestling show, I just brought my outfit. I thought it was just going to be a walkout surprise because I had been gone for so long, I really didn’t need to be any major fireworks, but when I got there they were like, ‘You need your gear.’ I got the call at maybe 5ish that I needed gear, right before I got to the arena. She got to the arena around 7, 7:15.”

Charlotte Flair won the title on December 30th, 2022, defeating Ronda Rousey for the title. Charlotte had originally lost the title to Ronda back at WrestleMania Backlash, which would be the final match she would have before taking an extended leave of absence. Since then, Ronda has been featured in only a limited capacity.
If you count her two NXT titles, Charlotte Flair is a 16-time women’s champion. WWE does not count it towards her women’s world title tally, therefore technically making her a 14-time. It’s all a matter of perspective.
